oh, that's not a splash page. I thought the tiny text under the picture was the requirements, which I never read. The pic moves, or something, which is infinitely cool. change your <title>. Simple layout, nicely organized, I like. Funky links, even.
Info-the image looks off, the text covers too much of her face and then there is no pic on 'fo'. fade the image and make the text cover all. ugh, centered text. Anime and manga is clearly seperated, go you. Luna-P Henge? what the heck is that? The history section is far too short. Include more information, almost like summeries. There are name spelling mistakes. Don't call her Chibi, it doesn't sound right. Chibi-Usa is allready a nickname. The Moon Kingdom is kinda fanfic-ish but that is indicated, and it makes a better read that just plain facts. Get rid of the centered text! There is not much info on friends. Write up some examples, what you think of the relationship she has with her dad, stuff like that. More than just info is what I'm getting at.
Fun-The mythology is way too short. There is tons more on just Selene, and there are other gods that could resemble Chibi-Usa's story. What does a profile on Naoko have to do with anything? put that in the info section. The YKYWTMSM is copy and pasted. It is not Chibi-Usa exclusive. Get rid of it and write your own.
Gallery-I've never liked this drop-down method. Thumbnails allow you to see what you want to click on, this takes too long. The pics aren't that great. Get more, get some manga.
Pretty in Pink-this is cool. Not just why she likes Chibi-Usa, but why she's pink. I thought it was cute and original.
Fun-wait, wasn't Chibi-Reads supposed to be the fun section? fix your introductions, then. The awards use the same pics in the gallery, aren't that original, the pics need to be better quality. I noticed, Pluto's Gate of Time won your award, and gave you two awards. UGH. I am glad the adoptions and all that have their own pages instead of being grouped on the main page.
Add a short description to your links.
Overall, not a bad site. Needs more though. More everything. There isn't really a reason to come back, or much to hold the interest of a avid Chibi-Usa fan.
¤ The main picture is nice, but the navigation links are hard to see in my browser (I use 1024 x 768). I suggest using a diff color or style to make the links stand out from the text.
¤ There's no real difference in the two stats under 'Profile' so I'd delete one of them. Could you go into more depth in the history section? The 'History of the Moon Kingdom' is nice. The 'Chibiusa's Friends' is nice but could also use some more elaboration.
¤ The 'Chibi Info' section is nice, but not all that original. Perhaps you should add something about her history as Blacklady (but then again I'm just saying that cause I own a Blacklady site).
¤ The 'Mythology' section could use some more content, try adding some pictures. The bio on Takeuchi-san is very nice. The 'YKYWTMSMW' is a bit cramped. Double space between lines and separate the content into different pages. The slideshow idea is nice. You should give credit to the sites you got the pictures from. The 'Why Chibiusa is Pretty in Pink' section is nice since it has relevance to the site, and the name in particular.
¤ The 'Chibi Fun' section is nice.
¤ Just a little note, it is illegal to use direct linking, and by having a webmaster/ mistress use the pic from your ftp as a link, you are wasting bandwith. Also just as a suggestion, make a 88 x 31 button since that is the accepted size for a button and most people prefer it.
¤ As a whole this is a nice site (I know the word nice is getting slighlty repetative). My suggestions would be more original content. Otherwise this is good to boot.
The short URL gives me a code error, so see if you can fix the code/settings or just get rid of it; your Geocities URL isn't all that long.
Like the animated GIF, but "Sailor Moon is (c) Naoko Takeuchi" should be cut of and written as text, so as to save loading time.

The Chibi Info page has an ugly banner. Was it necessary to put the text right over her face?
Make a hyperlink out of Chibi Reads (in your intro)
on the info page, add Tsukino as her name, and clarify that she wishes to become a lady like her mother.
The (same old) stats are identical for the anime and manga, just put the banners besides each other or find stuff that aren't the same. Also, your info is dead boring.
Describe her attacks, separate dub from original, give examples to where she uses the different attacks and what they do... add images if you can.
Don't call her just Chibi as you do in the History page, that will make people think of Chibi-Chibi. The history page is btw way too short, and boring. Go into detail, add something about how she develops as a character! Basically, write more stuff.
Um... why do you have the Moon Kingdom story here? It doesn't tie in much with Chibiusa, and I also wonder how come this is the largest page so far. Now, a history of Crystal Tokyo I could see.
Friends and family isn't the same thing, you know. And what's this supposed to mean? "Even though Usagi is Chibi's future mother, I think they have a secret mother-daughter thing." Usagi and Neo-Queen Serenity are not the same person, and they don't have the same relationship with Chibiusa either. Same goes for Mamoru/Endymion, where you should also try to touch upon the darker side of their relationship... Black Lady etc. Chibiusa also gets a few friends in the fourth season, Momo and what's-his-name with the green hair.
Okay, on to the read section!
You're wrong, the Chibi Info is boring. Wouldn't be, if you made it more personal and detailed.
I'd put mythology under info, I'd also make it larger. And Selene was by no means a Titan, she was a Goddess, whom also fell in love with the shepherd Endymion.
Like the Naoko info, that's pretty unusual.
LOL! The 'You know you've seen...' page was funny, and since you got permission (sort of) I suppose it's okay you didn't write them yourself ^_^ This not saying you couldn't add more YKYTOWSM at the bottom or something.
That goes for this entire section actually... more stuff, or split up the content and put it in the other sections.

Fun idea with the rotating Java scrip, but I'd make two rounds; one for manga and one for anime ^_^
Some of your pics could be better quality; try smoothen the skin tones with a half-transparent brush and make the edges of the transparent gifs less jagged.

Pretty in pink is reasons why Chibiusa looks good in pink (which I personally don't think she does, but okay...) Original page, fits the name of the shrine.
Fun, hmm? *is hoping for same games* Oh... *disappointed* It's just sitey stuff. Why not some more entertainment that connects with Chibiusa, or fanworks or maybe multimedia?
Awards... blah. What right do you have to give out a 'stunning' award, when your own content is less then stunning?

Overall? While not being bad in any specific way, this shrine isn't exactly original, and it doesn't keep me glued to the monitor. Work on it some more, type up opinions, lots of info, make the layout more unique and you'll have something to remember.
