ARGH! this splash page is really ugly. the guestbook images are not straight, the two 'views' are confusing. the 'hello!' is so pointless. It throws me off. >.< make it simple, one image that sais "moved'.
There should be an 'about' page before the form. if i didnt know what i was filling out, why would i send?
there are a few spelling errors in the rules. I still have no idea that this is a ficpic service.
the side navigation is a little off, Awards and Contact Me should only be on one line.
I find it odd that in the awards section is two from a site I just finished reviewing. anyway, having a huge list of pics is terrible, most people do this
award name (linked to the picture) and win (linked to the site they won it from)

and so on.
Sister sites-interesting, there is a WPR here i've never heard of, and I Review is on their WPR list. huh! anyway, the links open in your frame, so use the 'target=new' code. try finding Lissa Explains It All for HTML help.
The buttons and banners are huge, no one is going to use something that big. stick to small things.
The contests section needs pictures.
Contact Me should be directly linked to your email address.
The Gallery. WHY is this the last on the list?? This should be after the 'about' page, which you don't even have.
I hate scroll bars in frame navigation. fix it by doing A B C <br> D E F <br> and so on.
I gotta admit. you are DAMN GOOD at what you do. the fansenshi look great. Since everything is to the left it avoids the geocities popup, which is great. I'm looking at every page, and ye gods I can't imagine how long it took you to upload and code all of these. THAT'S dedication! Some of the concepts and colours are amazing. I love looking at these!
Overall, layout is the problem. white is boring. I suggest layoutland.com. The pics are great. most importantly, have an 'about' page. you might want to have a bit more detail in the form.
¤ Is there any point to this splash page? The freedom ribbon still has the border around it. There are too many guest book links (repition of the picture is annoying).
¤ The frame on the right is still there. There ribbon and gbook links are repeated. Still not centered.
¤ Latest Update is still not on the main page.
¤ Awards are still not thumbnailed.
¤ Only one banner was added, the rest only have links. As I said, the pages look text heavy, use buttons to link (not banners).

¤ None of the buttons for the link me section are standard size.
¤ Old contest is till up, no new contest.
¤ Contact page still neads a form of it's own.
¤ Galleries do not load.
¤ I have the feeling you didn't really read my last review. Unless you bother to make SUBSTANTIAL changes, do not resubmit.

Layout - Well, it's better than last time. White image backgrounds, on white background. Red text doesn't really do wonders with me, I'd prefer black text with red links, but then,red and black are two of my favorite colors (the other ones being pastel green, and navy blue)
Updates/Awards/Sister Sites/Links/Contact I don't bother with these, they're self explanitory, but I will do a breif check for uniformity. Uniformity in one. I like this.
Form - Short, sweet, and simple. Nice. You got rid of those silly titles on the buttons. The form looks pretty clear now... maybe I'll post one of my senshi in there for fun?
Rules - Simple rules, too. Ah, clear and concise, you know exactly what she means, even if the rules are bright red. I still say black makes a nice text color, 'cause it don't hurt me eyes.
Why- 'Why', cute little thigns, I'm more used to seeing them on sites based around couples and why they like them (like Buffy/Spike, or Spike/Xander or Willow/Spike or... do you get the feeling I like Spike?) I don't really see why you need to have a 'why' section on your page. Just have a past layouts thing and tuck your why into the intro for past layouts.
Link Me - While the banners created by you are not the greatest I've ever seen, they are a quite bit better than the ones on the 'by other's page. The ones on the by others... some of them aren't banners, they're badges.
Contests - The contests are done, and while, yes, I still think the prizes are lame, I guess someone had to like them to do the second contest, no? We're still going with Uniformity, I'm so happy!
The Gallery - Opens in a new window, just like it states on the intro. I, personally, would have had the alphbetical list opened in the empty third frame (on the far right), and gone from there, but hey, s'not my site. And we're still in a Unified site, even with the new window opened. Some of the pictures didn't show up when I skimmed the archive.
Overall, it's better than last time, not so cluttered. Still not on my list of sites I'd normally head to, but better than last time.
Suggestions: Improve your spelling and grammar! Get a better layout!
What I like: The idea of a “Create your own senshi” site isn’t entirely unique, (Sailor Orion is the most famous senshi creator) but it is rare to an order your own Otaku senshi site!
Main:
Why do you have a redirect URL? Just going through all that trouble was a little more then annoying! The first thing I have to say is that way up on the top bar on your browser, you spelled Creator wrong. The frames layout is too simplistic and I hate it! It’s too plain and there's nothing in the right frame. View is spelled wrong on the guestbook graphic. What’s with all the huge gaps between writing on the main page? I hate how you used a plain white background!
Updates and Why:
These pages are nice to see, but you said you added a Flames page and I couldn’t see it!
Awards You Won:
There isn’t much to say about this section. You put a break out HTML and ALT text on all of the awards that I tested (excellent)
Sister Sites: You forgot to put a “break out” tag on your sister sites!
Links: It’s nice to see a link to “I Review” :) You forgot to put “break out” tags in this section as well.
Link Me: You’ve got some really creative banners! (why can’t I see that type of talent when it comes to page design?)
Contests: I don’t understand what your contest was about, you just listed the winners!
Contact Me: This page is always a pleasure to see!
Gallery: Most of your senshi are really well done. You’ve performed a service to many people by creating all those senshi. I'm impressed!
Your site lacks in many things including proper spelling and grammar and a nice layout. If you are going to work with frames then you must be 100% certain about how to use them. Most of your links did not include a break out tag and I was not impressed with the layout. Your site was unique though, and it is probably your flare for creating Otaku senshi that would bring me to this site, not site design (or lack thereof).

Splash page- It's hard to find the link to your site since it is in black text and not underlined.
Main- No pictures except for the sign/view icons and the "support America" button. Very odd. And why is my status bar still moving after loading the page? In the navigation, I still think that the gallery should be higher up on the page, before your awards.
Updates, Form, Rules, Why- Good improvements.
Sister Sites, Links, and Link Me could be combined into one page.
Contests- This page is still confusing. It doesn't look like any improvements were made.
Contact Me- Why a whole page for just one email address and a small note?
The Gallery- I'm not going to check this entire thing again, so hopefully it still looks good. I like the set-up.
In closing- It looks like you've made some good improvements. The organization certainly has improved. Keep working at it!
