Those splash images are very bad quality. Since there isn't a choice the splash isn't needed, but it does look better than most. WAH! dark blue is unreadable on dark purple. I've seen that picture way too many times, replace it. The guestbook image is cool. Good, the MIDI is opptional. The layout is very plain, needs work.
About OL-too many paranthesises. This is a lot of stuff I really don't care about, like dead sites, and the email site.
Updates-don't put the new stuff at the bottom, no one wants to scroll down to see if anything is new. change your link colour to something brighter.
Credits-these links should be last. it invites me to leave your site to someone else's. I have yet to see any of your actual site, so far it's just extra crap. the black and white is getting incredibly boring. put some pictures in, a background.
Reviews-now this annoys me greatly. IR has reviewed you before. so link us with the others!
Profiles-you don't have to explain why pictures arent in the gallery. Don't bother justifying yourself, I don't want to read it. People really should think (or ask) before speaking. That's what causes wars and fighting. No, not really. why is this in italics? It's SeRenity. The opinion isn't an opinion, really. it's too short. this whole section bored the heck out of me. EVERYONE knows the profiles, so stop making them! RAR! the thumbnails aren't proper. The saturn page needs to give more details as to why she's a cyborg, that's often a point of confusion. *yawn* this section REALLY bored me. never go into advertising, kay? you need to grab my attention, otherwise i'll just leave your site, never to return.
Gallery-these aren't real thumbnails, are they? no wait, they are..well, they don't look like it! they look ugly!
Awards-case #23093258 "I signed a guestbook award!" How fucking stupid is THAT?! yeah, you signed a gbook, feel proud.
Multimedia-lyrics aren't a media. well, okay, technically they are, but lyrics should be in a seperate section. I'm not going to bother checking if the MIDIs work, i'm listening to Lareine.
Links-did you even look at your site after publishing? dark blue is impossible to read on black!
Cliques-yay.
Rants-point 1: what we mean is that you should check your work to make it as perfect as possible. We're trying to help you be better than you are, that's all. point 2: a domain means you are spending money, why spend money to show us crap? and no one cares about getting points with you. point 3: yeah, that does suck. If you want to avert that, PROVE your point. show scans of the manga saying hotaru is a cyborg.
Overall, this site bored the hell out of me. It was better the last time I reviewed it. There is NOTHING original here. it's the same old crap I've seen on every single outers site. i would not come back here, heck, i wouldnt come here at all 'cept i'm working. the layout is very bland. the link colours are attrocious. you suck.
¤ The Splash pic is bad resoultion, I suggest mildly softening the edges. One word: anti-aliasing fonts. The color scheme isn't the best combination (hard to read). Well at least this is 1024 x 768 resolution. Hey this was last updated on my birthday! your counter is broken. Overall this splash page is uneeded, but compared to most, it is quite satisfactory.
¤ Color scheme on the main page needs some serious work, I the links glare so much that trying to read them is futile. Updates on the main page, plus one. The main pic is distorted due to incorrect dimensions (length is to small). Midi is cued on stop and the disclaimer is nice and professional. Wow I think I will actually enjoy reviewing a site (a well-missed emotion).
¤ The 'about OL' section is good, though I would suggest putting it in a table or using blockquotes to keep it from running window frame to frame.
¤ The 'updates' archieve needs br tags in between the dates in order to ease the strain on the eyes.
¤ Nice...you actually bothered to list what each site contibuted in the 'credits'.
¤ The 'reviews' section is nicely organized though the table borders don't asthetically enhance the page very much.
¤ Hey I think I've been here before...anyways; the profiles are uniform and have useful information.
¤ The gallery is rather small (only artbook five scans). The thumbnails are done correctly but the proportions are distorted.
¤ The 'awards' sections are well organized, however your awards are rather simplistic graphically. An award form would be very convenient.
¤ 'Multimedia' is satisfactory, though not really multi (MORE CONTENT!).
¤ The links are difficult to read. I'm starting to think that the font has a bit to do with the problem.
¤ Nothing really to sya about 'cliques'.
¤ Dating the rants would be helpful, but it's your choice.
¤ Overall, this site gave me a really good first impression (I say that cause I don't remember what it looked like the first time we reviewed it) or vibe (due to vocabulary lackage). Like you, I have been around on the anime webcommunity fairly (approx. five years, though my first site was earliar) so it's easy for me to right a way tell that you have a good deal of web experience (and it shows). The only real problem is the layout/ graphics. Graphics are severly lacking (I know everyone stresses content, but personally I prefer to have something that is asthetically pleasing as well, who says form and function can't work together? It's hard to have a well rounded site when it's not visually enteraining as well.). The color scheme really isn't that bad, but it is horrendous for the links. The last thing you need, is more content (I guess you've heard this already so I won't say anymore).

Splash - Still a useless page, at least you're letting us know it's (a) a layout made for 1024 x 768, and (b) Manga outer senshi. Anime outer senshi aren't as good... The picture's nice too, although a bit grainy on my screen. Is that the way it's supposed to look?
Layout - Actually, I came here before the re-review was requested. Isn't Aian nice? She goes to sites she likes (elseways, the sites of her friends). Anyways, first thing I notice, is that it is REALLY hard to read blue links on that purple background. I've got to stare at them for a few minutes straight to be able to read them. Not fun. Again, nice picture to the side, although that guestbook sign/view button is two things. Way to large, and doesn't really fit in with the background (Sure, the drapes and the bg are the same, but it jsut kinda... stands out a bit to much. Music is off when I enter, good, I don't have to listen to it. The pink text actucally works with the background. Maybe you should make the links a shade of that?

Profiles - This part hasn't changed, let's check the profiles themselves. Oooh, it's the evil change colors with every page again. CLS, please try to keep backgrounds consistant. Hmm, nice little explaintion for the Pluto/Setsuna thing. Most of this hasn't changed-- ditto with the rest of the profiles. The opinion's are interesting to read...
Pictures - Still not that large a collection of images, but that doesn't matter, does it? They're still very nice pictures. Man, this was short. As for what I said the last time I reviewed about not agreeing with the "Awarded strogner powers thing" *shrugs* I re-read the manga a couple times, stared at it blankly for a few minutes then went 'oh, it does say that. Guess I've been reading to many fanfics' ^-^V
I hope you’ll forgive me if I’m not very helpful in this review. I’ve been sick all day and I feel like I’m about to cough up a lung, but I’ll do my best.
First thing I have to say is, thank God you moved off your old server. I can’t stand envy.nu!
Splash:
- possible is spelled wrong
- the pictures on the splash are not high quality
- I’m glad that you now specify that your site is about MANGA outer senshi
- I don’t really think a splash page is needed
- You might want to think about putting the index.html page before the enter.html page
Main:
- I like the guestbook imageb but the main page has remained relatively the same, you even used the same picture
- Hot pink, bright purple and bright blue isn’t a particularly good colour combination
- I’m glad that you made the midi optional to listen to, but I still dislike midis
About OL:
You have a few minor problems with tenses in this area and I also don’t know what this phrase, “instead of doing the normal service learning. (I went to Cordova High School (Around Sac., CA.) for those who might (not) be wondering.)” means.
Updates/Credits/Reviews:
This is just a personal preference of mine, I like seeing the updates listed from most recent to least recent, but "to each his own". Your credits look complete, but "I Review's" review isn't posted in the reviews section.
Profiles:
All the pictures except the picture at the top of each profile should be in the gallery section. The profiles are a little bit better done then last time I was here. There is a little more support to your claims now. You still have several grammar errors that cannot be ignored though. I highly doubt that Sailor Saturn is 5’5” simply because when you compare her height to other characters’ she seems the shortest in terms of height (not including Chibi-Usa) and most profiles list Usagi as 4’11”, that would make Saturn extremely short (which I have no problem with, because I have so many short friends). Medium blue on top of dark blue is not a good idea in terms of links.
Pictures: There aren’t many pictures here right now, but at least they’re in real thumbnail form, and they are high quality. You should work on putting up some alt text. Move the pictures in the profiles over to the gallery and add some black and white Manga pictures.
Awards: The awards to win are all the same, just huge pictures with the same style of text on each. Personally I would not apply for the awards, and I don’t think they’re necessary on your site. I have generally have no problems with awards, but that award you won for signing a guestbook is ludicrous, it’s just a way for that person to get more hits.
Multimedia: At least there’s more here then there was last time. Think about putting up some other forms of multimedia like video clips, mp3s and wavs; anything more interesting then midis I can get at any site. Some of the lyrics are common, but others are rare to find on sites, so it was interesting to take a glance at those.
Rants: I suppose it is a bit hypocritical to say making spelling mistakes is wrong when one is doing that same thing but reviews are not meant to point out the mistakes of the reviewer, they are meant to point out the mistakes of the site. Your rants are well founded but they aren’t written carefully enough.
Links: Okay, I guess I’ll forgive you for not having up our review yet. You might want to create a more standard 88x31 button.
Overall: Some of your pages still lack back buttons. Put some sort of name in the title area of all your pages in the HTML, some of your pages say “Untitled Normal Page”, which of course does not describe the content. You still have many grammar errors and you need to include in depth analyses about why you like these characters. The layout could certainly be improved and ditch the midi. It might be helpful if you included some of your own Manga summaries, I believe that translations are illegal, but summaries should be fine. I have noticed changes on this site, but overall there have been very few. The site is starting to become borderline okay, but potential exists for this site to become much better.
A splash page isn't needed here since you don't have any real requirements or multiple versions of the site. These colors aren't very pleasing and the splash image could use a little work. It's rough around the edges and rather grainy. What sort of graphics editor do you have? PSP offers a free trial which lasts over a month, despite what they tell you. PictureIt! is alos a good program (the one I use) and sells for a lower price than PSP. Attractive graphics really add charm to a website. Ahhh! I got a Quicktime popop when I entered the site. Music on websites is generally a bad thing. If you want visitors to hear a particular song, include it in the multimedia section. Give us a choice other than hitting "cancel" on the stupid popup. This layout is rather ... ugly. You don't need such a huge guestbook graphic. It's almost as big as the main image! Text links or small images would do just fine. The main image also needs editing. Do you know CSS? It would make your site look so much cleaner. (The underlined bright blue links are awful.) Try http://www.lissaexplains.com for a good CSS tutorial, and check out her HTML tips while you're there. You may want to reorder your links so that the content comes before site info.
ABOUT OL - You're right, it does seem like you don't have much experience making websites. I thought this was your first, and I was going to give you a break - but your FIFTH? I'm surprised that you haven't made an effort to improve.
REVIEWS - I like the table on reviews page. I hadn't seen that before.
PROFILES - The bullet format is actually rather nice, and much more original than the typical "name, age, blood type, favorite food" deal. Why do you suddenly have navigational buttons rather than text links? "I have trouble with confessions, and skirts." Ha. I like that. Congratulations, you made me smile.
PICTURES - I would suggest making real thumbnails rather than changing height and width tags. When you change the tags, the images take a long time to load and they appear distorted. Look at poor Haruka in the third picture - she looks like an overweight midget!
AWARDS - You won awards for signing guestbooks? Cripes. Again, I like the table layout.
LINKS - Hey! You have Lissa Explains It All linked, yet you haven't used it?
RANTS - I like rants, but these belong on a personal site unless they're about Sailor Moon. While it may be "ridicules" for a reviewer to penalize you for spelling/grammar errors while making those same errors himself, there's no reason why you shouldn't correct your mistakes. At least your site can look decent while the reviewer looks like an idiot. (It's "ridiculous," by the way.) "Is the world filled mostly with brainless idiots?" Yes. "Don't be telling me ... you wouldn't want to go to a site that's on a domain but isn't all that great!" I wouldn't want to go to a site that's not all that great, period. I don't care if it's on a domain or not.
Okay, I think what this site needs is more effort. Learn HTML. Learn CSS. Download, buy, or borrow a graphics editing program. It's really not that difficult. Make your site look better, add some interactive content, and you'll be fine.
