Layout - Basic layout. It didn't load for me until I clicked a link, then hit back... Menu's a pain in the ass to read, though. The coutner doesn't really fit with the site. Maybe you should get one of those counters with the senshi on them? The little ones, of course. Big coutners are annoying. *sighs* Christ, another person who can't seem to get it through their heads that the Japanese characters, and the American characters are different. It doesn't matter if it's just names. Calling them by the American names brings up one image (mostly of ditzy boy-crazy morons) while stating the Japanese names brings up a much different image. Please don't do that.

Sailor Mars Bio - Basic stats... I don't think Phobos and Deimos are actually her pets. There's a manga side story involving them.

Mars' First Appearence - Synopsis of the Episode 7/10. "Mars Changing Stick" Oh boy, that's a stupid name...
Mars Gallery - A bunch of familiar images, and a couple editted ones. Tiny gallery, although larger than my gallery at Repression.
Love Galleries - I thought this was a Mars site. What's up with the Serena/Darien section? Tiny Chad/Raye gallery, though. Smaller than the Mars Gallery, but then, you don't usually see Chaddie-boy and Raye in the same scene when she's not chasing him with a broom.
Other Senshi - AHH!!! I CAN'T READ IT!! ... and the background stops.
The Bad Guys - Uhm, yeah, the colors are messing with the ability to read. Not to mention the text is to small...
Manga - ... 'Coming Soon'? Joy, no manga-ness today. Can you feel the sarcasm? I'm in a bit of a bad mood. Four hours in line during course registration will do that.
Fanfics/Fanart - No Fanart. Two fan fics. Are you any good? I didn't know Rei knew Serena. Did Raye go on vacation, or something? Hmmm, the fics might be good, they just don't interest me to go all that far into them. Especially when Bob and George, Life of Riley, and Megatokyo are in other windows...
Episode Guide - Oh look, it's all in white, and impossbile to read. Espeically when the background cuts off. I highlighted everything just to read the japanese names. *shrugs* Something to do... It's just a listing of titles, really.


Your background image took half an eternity to load. (I honestly began writing this thinking you had none) Since you use tables anyway, why not chop the thing in two? Then you put the large Mars picture as a background in the navigation table, and make the reddish stuff a lot thinner (20-25 pixels is enough) and put it as background for the entire page. Should load a lot faster.
On the topic of backgrounds, I can hardly read your navigation. Either make the background picture paler, or use a heavier font.
Personally, I find that the red of the poll clashes with the pink of the site. You also have a spelling error there (Which, not Whcih)
Mixed names are evil! Not that the Outer warriors have appeared in America, you can use their NA names, or use all the Japanese ones. Whatever you do, when you use Na names, there are no such things as Senshi. They are scouts!
Personal opinion - change style on that counter, it doesn't fit your site at all. And why do you have a Chibiusa mail-button?
The bio can be described with one word: booooooring. This might be acceptable in a general SM site, but not in a Mars shrine. Write up more stuff. And why using that god awful gray color by the attacks? This is the warrior of fire, she is everything but gray! Some illustrating images wouldn't hurt either.
Other Mars info is a good beginning, but still too small. What about her isolation prior to joining the Sailor team, her psychic powers, her constant bickering with Usagi, their deep friendship, Phobos and Deimos, that she goes to a catholic school, her dreams about becoming a singer etc etc. Dear, I don't even like Mars all that much, and I still have these things in the back of my head. They belong in a shrine to Rei.
The first appearance is OK, but I'd add a pic. And maybe that it was in reality Jadeite whom she sensed as she put her ofuda on Usagi.
Oh no... A gallery without thumbnails. Come on, people! It's not that difficult to make and there's a million tutorials and freeware on the net to help you! The pictures are also a very poor quality, but what's worse - they're stolen! Several have the look of edited images, like the angel pics and Mars in serenity clothes. This is a big no-no. You should only use images with the consent of the person who scanned/screencapped them, and this goes *especially* for edited images. And when they give you permission to use their pics, give credit. Same thing goes basically for your other galleries. Change!
Can't read the profiles for the other senshi. And why couldn't you add a tiny little pic of each girl? Just to identify them.
This is strange... your background stops repeating itself halfway through the page. Probably some quirk in your html-editor.
The Bad Guy page is also more or less unreadable, but this time it's because the font is so tiny.
And let's get one thing straight here - Jadeite has less then nothing to do with the Negaverse. He is the first Shitennou (four heavenly kings) of the Dark Kingdom. Jedyte, on the other hand, is the first general of the Negaverse.
Zoisite is, was and will ALWAYS remain a he! Zoycite, now that's the girl, but the Japanese original is a man.
The grammar by Queen Beryl is simply wrong. Fix!
The Dark Moon sisters were never good (whatever gave you that idea?) They were born on Nemesis, as all other members of the Dark Moon family, and Sailor Moon washed away the dark energy from them, turning them good. And although they were under Rubeus, their ultimate commander was Prince Diamond.

Manga: I hate coming soon pages. Why link it before it's up?
Quizzes: The Mars quiz isn't very well made. Use the form function create radio-buttons (little dots, where you can choose your alternative) and make a real quiz. The 'Which senshi are you' is better, but a bit too short. And the image (I got Mercury) has a much too poor quality.
Awards *shakes head sadly* Et tu? I don't mean to be mean (only a little... okay, I'm mean. Who cares) but this isn't really what I'd call an award winning site. And that you haven't had 200 visitors yet, but already like 10 awards seems a tad bit pathetic. Btw, thumbnails would be good here too.
As the awards (slowly) load, I see that half of them are for quizzes and stuff. Put them on a separate page (awards I won, awards the page won)

Episode Guide is good. If it is your own. Hard to tell, these days. Anyway, since you have the rest of the information at top, I'd move this upwards as well.
The images in Battle arena are really horrible! Get something with a better quality, please! Otherwise the idea is neat... and you killed Tux! Yaaay ^_^ But please, do something about your writing. You know, use capitals in the beginning of each sentence, add a few ' and other small stuff. And who are those people, Alyn and Tristan? Introduce them or use some Sailor Moon characters that people already know.
*gags herself* Will not be too evil; will not be too evil... Why do you call some free banners and icons a 'Web graphic shop'! A shop is a place like Lycentia's, or that site I reviewed the other day, Midnight Designs. This is a few extras to your visitors! And before you open a graphic shop/corner/page/whatever, learn to get your own images. In a proper quality and with thumbnails!
And you don't link wallpapers like that; you link only to the file. Something like this: http://www.domain.com/site/directory/wallpaper.jpg
Other anime info: The Hamataro page says absolutely nothing. The Tenchi page is a bit better, but some explanative images wouldn't hurt.

Overall judgment? Except for the images (which are crappy), this is a decent shrine. But there are many better ones, so unless you're a huge Mars-aholic, don't bother visiting.

Hmm... first I'm going to say that the name isn't too original, I know I've heard names like this. After reading your intro, I've come to the conclusion that you are a pleasant person, you seem to just have some what of a kind aurora, and some times it takes a kind person to make a pleasant webpage.
Now enough with my mindless yakking, let's get to reviewing. Okay, thank you for informing us that you use the North American names for the inner senshi and the Japanese names for the outers. Though, I'm going to have to ask "why?". There seems to be no point, if you know the Japanese outer names, why don't you just do the same for the inner senshi?
Now for the layout, first of all, it loads slowly, VERY slowly considering that it took two minutes on my cable modem. Which is alot, believe me, no one wants to wait that long for just a background image. Second of all, this is made on page builder, Tripods page builder if I'm correct. Need I say more about this? It's hard to consider this "your" webpage if you didn't put it together. And last but not least, your layout is not only uninteresting and cluttered, I can't even read the navi links. They're too small and on top of a picture with complicated colors that you can't write over. Try moving the links over, if you know some basic HTML, just put rightmargin="200" into your body tag. I think that would be enough to do it, if not, just increase the number.
So far so good, but then I come upon the Other Senshi bio's page, and I have ta few problems with it. First problem is that I can't read Sailor Moon's profile, or Venus', and Mercury's isn't to easy either. Please change the font color... and the font face, arial is pretty nice. The font you're using on the profiles page stinks.
Your background stops at a certain point, and I'm beginning to believe that that huge chunk is one image, and you used some code that makes it not repeat. I'll check... AH HAH! So it is! Okay... don't do that, learn some code and make the background smaller PLEASE! That's why it took so long to load.
There are some really good HTML tutorials out there.
EEK! The font for the villians is SUPER tiny, I can't read it without murdering my eyes.
Okay... you didn't link to the people who awarded you, the text on your episode guid page is too light and the table is screwed up. I do like the quizes a bit, but the "which Sailor Senshi are you quiz" could be more developed. I got Sailor Jupiter because my hair is above my shoulders and I like green...
The Battle arena is amusing, but not too original. Actually, nothing on this page is that original, it's not like you have a bad page... you know what I mean. I think.

Admittedly, aside from the poll and the large email image, I've seen a lot more crowded index pages than this. That being said, I've seen less crowded ones too.
The sidebar, while lovely, doesn't do anything for the readability of the links. Perhaps you could fade a bit, or use a table?

I think that one pic is Mistress Nine, not Rei. (cloud3.jpg). You can tell by the outfit (even though the artist messed the hair up, grr, no poofiness for the Nine!)
What are Serena and Darien doing on a Mars shrine? Shrines need focus! I'll do the focus rant right now. If you're making a shrine, it needs to be focused on the character! If I were to make a Pluto shrine, the only way I'd put a Saturn page on it would be to show the impact Hotaru has on Setsuna's life and character. If I put a gallery, it will only be of Setsuna, et cetera. That's how focus works. If you don't have focus, you're just an all-around Sailor Moon site with heavy bias.
I can't read any of the bios until where the background ends.
Senshi or Scouts. JUST PICK ONE!
If you're going to do a villains page, only mention the ones that were equated with Mars in some way, like Jadeite and Mimete.
And the randomly changing colors make some of the little blurbs tough to read.
At least two out of three quizzes were Rei-related. Two out of three ain't bad.

If you're going to edit images, please try not to make them that blurry. (I'm at the Battle Arena, which I can't help but notice currently has nothing to do with Rei.)

Why does the Web Graphic Shop smack of Taking Credit For Someone Else's Work? Ah, because if you could make AIM buddy icons, you could make proper thumbnails! And all these images are suspiciously clear.

So, all-in-all? It's a good start, it really is. But if you're going to make a Rei shrine, you really need to focus on Rei! All must be Rei! That's what shrines are all about.
